Correct decision IMO.
FWIW, I don't think Aho has some responsibility to keep his head up. The subrules about player position are, in my mind, more about players falling into position where their head is low, or ducking into a head hit.
The reason I think this is correct is that there is insufficient evidence that the main point of contact is the head. Taking Textcritic's position that it's not clear whether it is or not, I think the burden of proof would be on the party trying to impose a fine or suspension. Then there is also subrule (i) and (iii) which I think favour Gio.
