Of course, the bolded part is true, but the action taken to eliminate "headhunting" will necessarily need to take EVERY head shot very seriously. Moreover, the while the goal of eliminating head injuries is almost certainly unattainable, it is absolutely the right recourse to attempt to
reduce them. This is all part of the reduction process, which does seem to be working.
