The league has to maintain its zero-tolerance to hitting players in the head no matter whether it was intentional, avoidable, or the fault of the player who was hit. Every now and again it will lead to someone getting unjustly suspended but from the league's perspective (and from the perspective of those like myself who are greatly concerned about the health impacts of concussions) the trade-off is worth it. So yes, if Giordano is suspended, it will come down from a broader strategy of the league and not necessarily to single Giordano out. Fans will undoubtedly reserve their right to hysteria.
