A fine isn't going to be anymore discouraging than the concussions suffered when you get caught doing it. League doesn't need to interject to discourage the reckless behaviour, all they need to interject on is players taking advantage of each other and ruining careers and quality of lives of there fellow players when one of them makes an ill advised mistake in the heat of the moment in a super fast paced game.
