There were a few news stories that said previous attempts at events like this that were cancelled resulted in successful suits by the organizer.
I’d say the “safety concerns” reasoning is the city trying to limit their exposure to a potential suit. I, for one, would love to see the city dragged to court and made to justify refusing to allow the event based off their reasoning. If the safety concerns are so severe that you refuse to allow the event to go ahead, the police should be investigating the threats that made you cancel it.
