It's one of the few (if only) law that requires consent of the Attorney General to proceed though.

As I understand it, the law bans sexuality. Being a topless woman in public for example is not illegal and has been upheld many times since the mid '90's. It's definitely changed in practical application. But you sound smarter than me so you win. It's illegal if you say so.
