I don't think this is an unpopular opinion at all.
I would definitely place TLJ with Ep 1 and Ep 2 in terms of quality.
Imo from top tier to worst tier:
Rogue One, Empire Strikes Back
A New Hope, The Force Awakens
Return of the Jedi, Revenge of the Sith
Attack of the Clones
Phantom Menace, The Last Jedi
