The gondola has been mentioned a few times, and I was thinking you might propose on the way up the gondola, in the gondola itself. There's enough room to get down on a knee, it's private, the views are great (I haven't done it in years, but I remember them being great), and you'll be out of the elements, which could be a factor in January. On top of the mountain it can be REALLY windy, especially in winter, so it might make a good backup plan to do it on the way up, if weather conditions look rough.
