It means that after a player finds a permanent residence to move their belonging and family to that if he gets sent down the NHL team has to give them a per diem to offset the costs of said residence.
If a player decides to buy a house or sign a lease agreement before the team or CBA lets them, they are on the hook for all their payments if they get sent down. Which is why most players stay in the team provided hotel room until they are told they can get a place.
