Interesting that he comes the the completely wrong conclusion about what a $650 mil expansion fee means.

It's $650 million reasons why he NHL owners would not allow a relocation, and instead would opt for expansion. That's $21mil per owner for doing nothing.

At this point the threat to leave is just blowing hot air. Once the expansions are maxed out and the weak US franchises are sorted (looking at you Carolina and Az) there might be a problem.
