The interesting thing about these discoveries, is WADA (world anti doping agency) has proven beyond a responsible doubt that over 50% of Russian athletes have been taking performance enhancing drugs, and that the drug program was indeed state sponsored. WADA, then goes on to recommend all Russian athletes be banded from the RIO Olympics. The IOC in all their corrupt glory, decides against this, and allows Russians athletes to attend.
Further to the above, the former head of WADA admits, that in WADA is incapable of detecting drug doping in the vast majority of cases. The doping programs athletes are using are far to advanced to be detected (I assume this is why Lance Armstrong never had a positive test).
Although this documentary is based on the Russian program, its reasonable to assume athletes from all countries could be involved in doping to the same extent.

The IOC should just launch a public shaming campaign and just advertise about how the Russians are cheaters.
They should also go hard and just say that ANY incident of ANY 1 athlete caught doping will immediately remove that athlete's entire country from competing in the subsequent Olympics. I don't think any one athlete would want the burden of destroying their entire country's chances of competing at an Olympics...
