The KHL is governed by the IIHF, and IIHF rules require leagues to make players available for the Olympics (the NHL isn't under IIHF jurisdiction, which is why they can make their own rules).

If the KHL were to decide to boycott the Games, the IIHF would have to step in and figure things out.
John Shannon was on Fan960 yesterday afternoon and mentioned the possibility of the Russian Duma voting to allow the KHL to separate itself from the Russian Hockey Federation. That would allow it to terminate its relationship with the IIHF, and put it on equal footing with the NHL in this regard.
