I would argue it is a problem in the NHL. That's as much to do with the change in reffing as it is the format though.

When was the last time we had multiple presidents trophy winners win consecutive cups? When's the last time the best team in each conference even played in the finals? It's like every year a 6-8 seed makes it. They don't often win but it cheapens the regular season just as much when mediocre teams make the finals or even conference finals.

Problem is the league doesn't mind. Helps the middling teams maintain strong attendance and interest late in the season.

I wonder how the nfl and MLB would react if the second wild card teams were consistently making the Super Bowl and World Series.
