Given the power dynamics, I would think at least some of those people didn't feel they could leave. That dynamic is very important and makes a big difference. Absent that power dynamic though, I would just see the guy as deranged and a jerk.

Your logic seems like it would support flashing people and jerking off in public urinals would be non criminal.
Certainly in a work environment you have right not to be exposed or offered to be exposed to pornographic material.
