Not relevant to celebrities at all. They operate in a different world than regular citizens where public apology is a requirement not a good deed attempt. Even if it's often used for the latter.
Every inch of their life is for public consumption so apologies and statements on issues and scandals are automatic. If they offer private apology it is viewed as cowardly and dismissive.
Not saying they didn't put themselves in the position in the first place, but the existence of a public statement being an attempt to control image isn't really fair as they are in an industry where public image is part of their career and automatic through good times and bad.
