But as you say there is no conclusive proof, just a boat load of clear evidence that Allen is a very sick puppy that likes very young girls in what was his family, given that I cannot understand why anyone who isnt a judge or jury would question the word of his other daughter when he's effing one of them already.

Legally he is not Soon-Yi's step daughter. If he did not live with her and did not consistently act as her father, then he is not a step-father. A finding of who is and who is not a "step-parent" is based on looking at the entirety of the facts, unless there has been a formal process like adoption.
I'm also not commenting on whether or not his relationship with Soon-Yi was normal. I have stated many times I don't think it was. It was definitely creepy and weird.
