His point is many of the offending countries don't have the screening or internal intelligence agencies in place to ensure the safety or knowledge of backgrounds of people coming in.
Makes sense though - do you really think the Somalian gov't (basically in shambles since late 80s) has solid controls on ID processes, passports, background checks, etc? How do you know John Doe from there is really John Doe and isn't some known terrorist? OR if they have no intel agencies working to identify the threats.
They're under no obligation to accept immigrants from these nations, so why take additional risk if you can get others from elsewhere that are safer?
