Because not everyone can be expected to behave in as mature of a manner as everyone in this thread will behave
The existing laws like the ones for public intoxication, underage drinking, etc.. will still help to hold people accountable, but those laws already exist and the issues still arise even with regulations that currently ensure some form of supervision while drinking in a public place. The current laws also isolate areas where drinking is allowed in public, so it makes dealing with any current issues associated with public drinking a little easier because there are only so many areas where you can drink. This makes it so police can more easily plan around that. When you take away the boundaries the issues are no longer isolated to expected areas. That isn’t to say those problems can’t be addressed, but it’s not as simple as changing the law without expecting any kind of downside.
As a side note. It’s kind of ironic that businesses are pushing for this since one would think it would negatively impact all the bars and pubs in the area.
