I went out at night with my buddies at night all the time when I was 14. My parents may have thought they knew where I was and who I was with, but I often lied. Public transit can take you all over the city.
And in the case of Rapp, he was a young actor working in theatre, and first appeared in a Broadway show when he was 9 years old. So I don't find it hard to understand why he might be out on the town, maybe after auditions, hanging out with older actors who he worked with.
Edit: Looking at Rapp's wikipedia page, it seems his mom, a nurse, lived in Chicago, and he went to high school there. So he was likely staying in New York away from his family at the time. It also says he has a brother who's a writer and playwright. Rapp could have been staying with him. But I guess the point is that child entertainers don't live a normal life. They're away from their family a lot from a young age (Rapp was in a Hollywood movie at 15, presumably living independently).
