Teachers get busted all the time for touching shoulders, hair, arms. Volleyball coaches have been slapping asses for decades and the context there isn't even as charged as it is in your situation. I can't imagine a teaching situation where hand on a knee much less upper thigh would be tickity boo.

Oh I was clear he was way to close to my junk, what I don't know is if he was trying to touch my junk, if he was testing my compliance, bear in mind we are talking 1976 when teachers were not worried about getting arrested, in fact I would get canned, slapped upside the back of the head or regularly kicked in the arse by teachers none of which would be kosher today.
Our deputy head master would routinely put his arm over a kids shoulder and lean in for a chat, no teacher would last 2 seconds doing that now.
