I don't even think considering the penalty was an option for Brouwer.
Ref's arm goes up a slit second before Brouwer makes contact with Brown. Looks to me like his motion and mental decision to retaliate had come before he would have even been able to see the arm move.
That means we're not talking about Brouwer making a dumb play
knowing that Flames had a PP but instead whether Brouwer should have
anticipated the penalty call.
Given the total lack of consistency in the NHL reffing and how refs frequently screw up calls in scrums (see other scrum in front of Quick), there's no way for Brouwer to anticipate the penalty call. Beyond being a heat of the moment reaction, even if he thought about it, there's no way you'd guess any better than 50/50 on whether ref puts his arm up there.
