If judging just from Force Awakens, I can't imagine it would be Kylo.

Maybe Luke is talking about himself. He did say in ESB, "I'm not afraid". He didn't realize his powers back then but in retrospect he does and he sees that in Rey and it scares him... but that doesn't make sense. I'm stupid.
