You are being an extremist on the other end of the spectrum. If I want to buy a .22 and hunt grouse I need to pay a psychologist a (likely exorbitant) fee for a "mental health check"? How many deaths have occurred from hunting firearms in Canada? If you are serious about saving lives in Canada, you should encourage more stringent drivers training and "mental health checks".
