The frustration most feel is the difference of what happens after the attack depends on who did it.
For attacks done by terrorist organizations - spying and NSA related activities go up (phone/email, etc screening), attempted immigration crackdowns, added security measures at airports, etc.
For attacks done by people with no links to terrorist organizations - ¯\_(ツ)_/¯ No gun control, no mental health spending, nothing. And it happens again and again.
