By that definition just about any act of violence or intimidation would be terrorism. The person who holds up the liquor store terrorizes the clerk. The guy who hits his wife, terrorizes his wife. The thief who breaks into someone's home terrorizes the inhabitants.
Once again, restricting the definition of terrorism is important for law enforcement and for the victims. All acts of violence are abhorrent, but terrorism has to be dealt with in a specific way and has a much broader impact on the victims than a mere random act of violence.
