Except when Edwards moves on he actually moves on. The fact that King and Bettmen are out giving interviews means that they haven't in fact moved on. Also you can make the same above statement about every billionaire.
They are taking a shot at influencing an election. It's a zero cost decision. Either they win and get rid of Nenshi or they lose and the city offer is stil on the table. The timing and behaviour here is completely about trying to unseat Nenshi.
