The bigger issue in my eyes, is the over breeding of "Pitbulls".
There are backyard breeders pumping out mixed breed "Pits" for nothing but profit. The integrity of the breeds are the least of their concerns, so you're ending up with a bunch of dis-tempered cross breeds classified as "pitbulls" running amuck, owned by a bunch of people that got them as a status symbol, without educating themselves on the breed(s).

"Pitbulls" make up more than 10% of the dog population in the US, and sadly, I'd estimate more than half are owned by uneducated owners, and bred by uneducated, and unlicensed breeders. So when 1 in 10 dogs is a "Pitbull" and half are poorly bred and poorly trained, you can understand why the number of serious attacks get to be what they are.

I believe limiting breeding of Bully breeds, and making Back Yard Breeding criminal would change things drastically, and I say this as a Bully owner. the fewer there are out there, in the hands of idiots, the better.
Like Guns, dogs aren't inherently bad or dangerous, but in the wrong hands, they can be deadly.
