You got it right. Visit CBSA, pick up your luggage, drop off your luggage and go through screening. I think 90 minutes should be okay but it seems kind of tight. I've only done that process once but I didn't have any luggage and had a 4 or 5 hour layover so that I could visit a friend during that time and have lunch.
