The 1/3 City contribution is from Flames revenue if it's repaid. But how how it's repaid is a huge difference. If it's through normal property tax that's one thing (although the City could waive or reduce the taxes). If it's through a surcharge to the tax or simple loan repayment plan, then, yeah for sure it's from Flames' revenue (and then the CBA gets impacted).

The ticket tax is sort of Flames revenue, but it is revenue that doesn't count as HRR and therefore doesn't get split with the players. So right there it's a huge savings for CSEC. They should be trying to grow the 'ticket tax' portion of the funding plan. That's one way the two sides could get closer together.
