Does Bettman have all the owners sitting behind him physically on his major decisions, such as the CBA? He’s been delegated the authority, like King, to work for and on behalf of the owners.
Hotchkiss on the rare, measured occasion, would speak up...but him all those other guys are fully aware and interactive with King.
