My guess....

Nenshi will come out and state he supports the Arena and believes its provides huge benefit...

However he will also make a statement about public money....

I don't believe the Flames will be the one to come back to the table.

Owners are dictating the process not Ken King.

They are extremely experienced at this type of thing....
