The city has been working on a land swap ugh the stampede for land. Certainly the city knows that giving this land to CSEC for an arena was almost certainly on the table.
The cost of two blocks of land, and other infrastructure upgrades related to the area could easily be worth 9 figures. It is completely safe to say that the city was prepared to make a substantial offer, and the news reports today seem to confirm that.
It's obvious that the city was prepared to give public money if their was public benefit. The Flames' statement today is pretty clear in saying that they have no intention in giving the public any benefit - and yet wanted substantial public subsidy.
