No clue, but I'd guess it's something along those lines based on the noises you hear about support for arena from Council members and what the Mayor intimated in his video and proposal. Even Druh Farrell, one of the staunchest early skeptics of the justification of any public funding, has moved toward saying an arena has a degree of public benefit (and therefore could justify public contribution) should that benefit be demonstrated and there is a return on investment.
