Looking at their RFP about the only thing Calgary doesn't meet strictly speaking is direct access to Washingon DC and New York (but yes to Seattle and San Francisco). But we do have good access to both cities via several airline hubs and most US cities would also not have direct flights to all four cities unless they happened to be where an airline hub is located. So that would eliminate many similar cities to Calgary if that were the case.
One great argument in favor of locating in Canada would be much lower health care coverage costs for Amazon as they essentially get rid of that cost entirely due to our taxpayer funded system rather than privately funded in the U.S. That would amount to a pretty large amount of money given the number of employees they are talking.
