It has been my experience with trapped animals or birds that they will not come out when bright lights are on.

Put the cat inside and put sardines or tuna up the stairs, put out the lights, no music, and see what happens. After three days, this skunk should be desperate or almost dead.

Also, get a professional. If this skunk sprays while down in your window well, your whole house is going to be pretty uninhabitable for awhile.
