I think because it pushes a lot of things out to later date which will coincide with other major portions of the GOP/POTUS agenda coming to the floor. The GOP needs to start delivering something on as they head towards mid-term elections. Thus far they have done nothing.
The dems believe that at that time they will be able to use things such as funds for a border wall, the debt ceiling etc as leverage to get what they want (healthcare market funding etc). It allows the Dems a better chance of forcing some actual bipartisan legislation where everybody wins a little and loses a little.
As pointed out in the article it also make it difficult for the GOP to focus on major initiatives that they have been promising if thye have to keep negotiating issues on a quarterly basis...Obamacare repeals, tax code overhaul etc. It limits the GOP from having any big wins on big ticket items which is potentially quite damaging to the GOP as it continues to show they can't get anything meaningful done.
