So I agree with you that he's not a franchise center, but I still think they should be signing him long term.

Sure, but that's working on the assumption that the cap hit is reasonable for the player, long term.
If Horvat thinks he's a $6M+ guy, and the Nucks don't, then a long term contract doesn't make sense, regardless of whether or not they can easily afford it right now.
