I think that is precisely the issue.
I would imagine Horvat's camp was looking for a franchise C's 2nd contract (like Monahan, Barkov, MacKinnon and Scheifele's contracts).
And Vancouver was likely arguing that he isn't in that group, so shouldn't get that kind of money.
IMO, Horvat is not going to be a franchise C, I see him as becoming a really good 2nd line C.
So I agree with Vancouver on this one.
And a bridge deal, to see how he continues to develop, makes the most sense.
