With Nukes the forces dimension completely changes.

But now, Japan will certainly look at a nuclear curtain, especially since North Korea has seemingly reached the warhead stage of their nuclear program. North Korea will probably also now have a SIOP plan dedicated to it.

The minute that you join the nuclear club you open yourself up to being nuked.
There's no such thing as a preemptive strike on NK. Bannon said it perfectly:

Quote:
Top White House official Steve Bannon said Wednesday that there is “no military solution” to North Korea.

“Forget it,” he told American Prospect magazine in an August 16 interview. “Until somebody solves the part of the equation that shows me that ten million people in Seoul don’t die in the first 30 minutes from conventional weapons, I don’t know what you’re talking about, there’s no military solution here, they got us.”
NK having nukes strengthens their defensive position, which is all they care about. Now instead of just Seoul being obliterated in a war, they can reach out to more places, further diminishing the appetite for any strikes against them.
