When was that built and for how much? It's not perfect, but I thought it was a pretty good solution for the area.

That's a great little setup. I didn't realize that it was purposely built out of the way to allow for the permanent interchange, but it certainly makes sense. I love that it was done by "recycling" the girders, and I love that the roundabouts take away the need for lights. Relatively cheap but very effective.
