The US had been at the point of Mutually Assured Destruction for a long time with many countries. South Korea is at the point of MAD with North Korea already. So the fact the NK can't hit Seattle yet is rather irrelevant when they can easily deliver mass casualties into SK.
Treat the North Korean State as an adult member of the Nuke club. They earned it.
