Littlefinger said he lost the knife in a bet with Tyrion where Tyrion bet against Jamie Lannister. Tyrion defends himself saying it's not true, he would never bet against his own brother.

The theory of it being Joffrey is from the books as apparently it's heavily implied he did it to impress his father, Robert Baratheon at the time. (I haven't read the books)

The TV show has never implied this, all signs point to Littlefinger as I think there was also instructions to ensure that Lady Stark wasn't present when the assassination took place.
