I think rating prospects is a function of potential talent (ceiling), along with likelihood of actually making it and contributing.
Those guys have some talent - possibly more than some of the others now being voted ahead of them - but their likelihood of ever playing for the Flames is very low.
For me, that has to be factored in, and is why they are still on the list.
