Flames hold the rights to Russian players until they are 27.
Flames hold the rights to Adam Fox until he is 21.
There is risk of those guys never coming over, moreso because they might just not have the talent to be regular/impactful NHLers and it would be a poor career move for them, but there is risk of a guy like Adam Fox never signing for us, as was the case with Brandon Hickey.
I would prefer to rank the Russians based on what they could do at the NHL level someday, not where they have elected to develop. I don't really know what the answer to that is, since I haven't seen enough of either, but I don't think burying them in the rankings because they are in Russia is reasonable.
