They didn’t.
The NHL’s director of hockey operations, Colin Campbell, said of all the camera angles available to the league only one showed the puck, but based on the camera angle and the fact the puck was in the air and on edge, there was “insufficient evidence that the puck conclusively crossed the finish line.”

“I stopped by and talked to Colin Campbell, and he said they reviewed it and said it didn’t go in — but they’re going to stick to their guns,” Gelinas said.
“I had never been to their office so I wanted to see how things work and just asked the question — not maliciously. He explained his side, and I’m sure it’s not the first time he had to.”
