If North Korea was going to go on the offensive and attack a country, it would almost certainly be South Korea. To a much lesser extent, it could be Japan. Either way, that could initiate a major Global conflict, as the USA and NATO would almost certainly come to the aid of South Korea and Japan, with China likely supporting North Korea, just like 1950.
Attacking the United States with ICBM's would be suicide, as the USA would retaliate with nuclear warheads in less than seven days, regardless of what China says. You have to keep in mind that despite the strength of the Chinese military, the US would defeat them in a war, as the Americans are by far and away, the stronger country militarily in the World.
However, it will never happen, as it would cause a major Global crisis, and a complete annihilation of North Korea that would make Hiroshima look like child's play. I also don't think it would be a stretch to call Kim Jong-un a more mentally stable individual than Donald Trump.
