i would imagine that people in the past would judge it on the basis implementing any of any legislative moves that they campaigned on...

As noted in the article, Clinton's first 100 days were seem primarily as a failure since he didn't accomplish much legislatively... EOs don't really count as highly because they don't require leadership per se; they are unilateral decisions.
