Graham, McCain and Johnson just announced that they wanted to keep the process moving forward, and were asked by leadership to vote for “skinny repeal” in order to go to conference with the House. But Graham also called “skinny repeal” a “disaster” and a “half-assed” approach to health care. Graham said he wouldn’t vote for “skinny repeal” until he received more assurances from the Speaker of the House and his team that the resulting bill actually would go to conference with the House.

They're voting for a bill they don't want to pass (and one of them called a disaster) in the hopes that they'll somehow come up with a bill that can get the number of votes they need (that they haven't yet found among just themselves to say nothing of themselves and the House) later with just the word of Ryan et al that they won't just pass it or pass it if they fail to reach a conference agreement.
The Americans are so ####ed.
