Exactly. People go to Edmonton because they have to (family, shopping, proximity) they go to Calgary because they want to.
If you moved the legislature & government jobs from Edmonton to Calgary, what's left? The University, the shadow of the penitentiary, the gas light fires of the refinery, 10 years burning down a road, nowhere to run to, and nowhere to go?
