The statement about Foo having a chance to make the team is more about encouraging competition in camp and likely backing up assurances Foo received in the recruitment pitch - that he has a shot to win a place.
If Jankowski has a better camp, it is easy to then say that Foo was beaten by another prospect. Where it will be tough is if a veteran or two look really sub-par and a couple of rookies light it up.
I think the top 2 lines are locked in, and I am pretty sure Versteeg will be playing with Bennett. That then leaves 4 spots + press box for:
Brouwer
Stajan
Lazar
F. Hamilton
Foo
Jankowski
Plus other guys who may challenge, such as Hathaway, Shinkaruk, etc.
Who is the best to play with Bennett and Versteeg? I think that is where a guy like Foo or Lazar may fit best, as Brouwer did not look like he clicked with Bennett - but maybe they try to shoehorn him in there again?
Then who is the 4th line? Stajan is likely the centre, or possibly moved to LW if they want to give Lazar icetime at C.
I think F. Hamilton is the 13th forward.
Funny thing is that the Flames have players who have to skate on their off-sides in the top 6 to fill in the RW position, but in the bottom 6, it is likely the reverse
